How does a biblical Hebrew user see that? Looks more like a standard
European translation than Hebrew.
vehe'emin is just good ol' vav ha-hippux plus prefix, just like 1 Sam

Ruth 3.9, Ju 13.2 and a host of places.
Now it is true that the use of an imperfective event in a narative has
interesting
discourse implications. However, that does not remove it out of the future-
/imperfective-/modal category.
ON 'he', it would appear to be the Lord, not Avram.
