Ian Young's book is: I. Young, Diversity in Pre-Exilic Hebrew (FAT, 5), Tübingen 1993. Though very good, it is just concerned with one era of the language.

The following two books are concerned with the whole history of Hebrew:
E.Y. Kutscher, A History of the Hebrew Language, edited  by R. Kutscher, Jerusalem, Leiden 1982.
A. Sáenz-Badillos, A History of the Hebrew Language, Cambridge 1993.

Ian Young has written on this very topic. I'm unsure of his book's title, but I know it
has "Hebrew" in it. It should be fairly easy to track down. He has good bibliographic
references, too. The author to pursue would be Gary Rendsburg.
