There are two ways to read the end of this verse:
(1) ...there should be one law for you, as well as for the migrant and for
the native of
the land.
OR
(2) ...there should be one law for you -- for the migrant as well as the
native of the
land.
Both read equally well. If you read (1), then the native of the land is not
Israelite. If
you read (2), then the native of the land is Israelite.
