Shoa can be found in the following places:
Job 30:3; 30:14; 38:27; Psalm 35:8 (twice); 63:9; Proverbs 1:27; 3:25;
Isaiah 10:3; 47:11; Ezekiel 38:9; Zephaniah 1:15.

It is translated in the NIV as

3 times as ruin
2 times as desolate
2 times as storm
1 time as catastrophe
1time as destroyed
1 time as disaster
1 time as ruins
1 time as trouble

Brown, Driver, & Briggs suggest that it comes from the root "shaah" meaning
"to crash into ruins"
