different study levels is a current issue being discussed here at Hebrew
University for foreign students.
we do not have an answer yet.

the de facto 'beginning to intermediate' standard in overseas education is
"a one year grammar book taught in a foreign language". but such a level
starts to metamorphize when students possess developing parallel skills in
spoken israeli hebrew.

a language is more than a simplified, grammatical framework.
vocabulary, syntax and an appreciation of style (19th century
sprachgefuehl, 20th century textlinguistics) all factor in.
one could propose random vocabulary levels of 1000, 2000, 4000 words with
concommittant expertise in the syntax, morphology and
stylistics/textlinguistics as a functional watershed. However, those
numbers are directly related to the number of appendages on one's hands and
not to absolute language learning scales. Likewise, even those numbers, low
as they would be for any modern language, are not normally reached in
BHebrew classes overseas. So we have a problem.
