The latest Westminster Morphological database defines this occurrence
as "@vqi1cp{1}Cm" which means "verb qal imperfect 1st plural
(cohortative meaning only)". The references for the form NA(:ALEH with
cohortative meaning (as determined by the Westminster editors,
presumably) (i.e. including instances without the waw) are: GEN 35:3;
NUM 20:19; JDG 18:9; ISA 2:3; 7:6; JER 6:4,5; 31:6; MIC 4:2. There are
other cases of the same form which are not said to be cohortative in
meaning: NUM 13:30; 16:12,14; DEU 1:22,41; 1SA 14:9; 2KI 3:8.

A quick "no-brainer," which should be taken as an admission of my
state-of-(no)-mind!
Is W:Na(a:LeH in the quotation of the "many people" a weyiqtol or
is it a cohortative? I can't recall what the word formation rules
would result in if one adds qamets-he to a lamed-he (third-he)
verb. My guess from the hortatory nature of this discourse is
that we indeed have a cohortative.
