The main challenge to automating is where to get the metrics from. Do we know anybody in bibliometrics? This would be a great question....
Many fields publish "top cited" lists -- for instance high energy physics
Some general academic search engines also calculate the top cited lists per discipline, e.g. Microsoft Academic Search:
