acml spells

So acml is a math library provided by AMD (http://www.amd.com/acml) it provides
a lot of interesting functionality and you can also build numpy against it.

They are all binary and non gpl'ed so they'll have to go into z-rejected.
There's a 32bit version a 64bit version and a 64bit/fortran default-integer-8
version. Since they are all binary and they can install in parallel I don't
make them conflict. So there aren't any checks for installing 64bit libraries
on a 32bit machine.

These are also just the gfortran versions they have versions for intel
compilers and portland group. However, we don't have spells for intel/pg
compilers.
