I have tried reconfiguring the camera list and selecting "all", which the other
working machines also have selected.

libgphoto2 used to install on this machine. My other three tested machines
install libgphoto2 fine and
/usr/share/hal/fdi/information/10freedesktop/10-camera-libgphoto2.fdi is
non-empty on them. All four have similar CFLAGS/LDFLAGS with only the
ARCHITECTURE varying. One of the successful machines has the same ARCHITECTURE,
but is 64-bit rather than 32-bit. I have 64-bit SMGL on the failed system as
well, but have not tested it on there.

Working machine:
$ /usr/lib/libgphoto2/print-camera-list hal-fdi|wc -l
9049

Broken machine (part of libgphoto2 is installed as install fails during our
custom INSTALL part):
$ /usr/lib/libgphoto2/print-camera-list hal-fdi|wc -l
0
