If you cast locale and choose not to select locales, it builds them all. This 
I think is neither good nor helpful. It takes a whole lot of time, and doesn't 
add much value. As I recall we're also not in the business of offering every 
possible option as a default.

How about this:

1) If locale selection isn't chosen build only those locales that appear 
in 'localedef --list-archive'. It's easy to parse. (If the localedef 
executable of similar isn't available build only en_US and optionally also 
en_US.utf8 if UTF-8 was selected.)
2) If the user wants to select locales then build the ones selected and don't 
use info from 'localedef --list-archive'.
3) Default to building en_US if no clues whatsoever are given.
4) Remember the settings (or are they already?)

I can volunteer to whip up some code for this.
