I had this problem with grep-2.5.1a.

texinfo-4.8a seems to bring this issue. The "--delete" option is not in the list
of options for install-info, and switching the order of things (so that options
go first, then the info file) makes the spell work.

However, there is a thing that is bothering my specific system, when I modify
the order, and it succeeds, I get this little piece of output:
cp: cannot create regular file `/var/backups/infodir.bak': No such file or directory
install-info(grep): could not backup /usr/share/info/dir in
/var/backups/infodir.bak: Inappropriate ioctl for device
