Ok, I modified auto_init:

run_func() {
  # If for example start exists then run it, otherwise run _start
  if type -t $1 > /dev/null; then
    $1 >>/tmp/WTF
  elif type -t _$1 > /dev/null; then
    _$1 >>/tmp/WTF
    echo "Error: no $1 function found!"
    exit 2

and then did:
root at sourcemage-chroot:~# initctl -r -f

same as before (including delay), so then:
root at sourcemage-chroot:~# cat /tmp/WTF 
sshd: Stopping sshd...
sshd: success
apache: Stopping Apache web server...
apache: success
network: eth2 already down
network: success
hwclock.sh: Setting the Hardware Clock to the current System Time...
hwclock.sh: failure
hostname.sh: Cannot stop hostname
udevd: Stopping udevd...
udevd: success

The hwclock error is expected on a VM.

So things are shutting down, but we aren't getting the display for some reason,
and there's a new major delay that causes the regular initctl suspend to end up
at the error.  These may or may not be related to each other (like maybe it
hangs up somewhere before getting the messages to the tty, but that's just
