Just a note on tmpfs: iirc older smgl installers setup /var/run and /var/lock as
tmpfs, which is probably why theres little code to clear them out in the init
system. I think having them as tmpfs dates back to the sorcerer days.

Of course, not everyone wants those directories as tmpfs, and theres all the new
installs that dont have them that way, so there still needs to be something to
clean them at bootup.

Also, I think if something needs a specific directory structure in /var/run, it
ought to make it itself, if it doesnt thats a bug in our init script or their
software...so following the standard we should just remove the whole thing just
as tmpfs would do implicitly at bootup.
