This doesn't seem to happen with 3.5.5, instead there is another error:

export builddir=`pwd` ; \
        cd ./sip ; \
        export QTDIR=/usr/include/ ; \
        export PYTHONPATH=$builddir/sip:$PYTHONPATH ; \
configure.py -b /usr/bin -d /usr/lib/python2.5/site-pack
ages -e `echo -I/usr/include/python2.5 | sed s/-I//` -l 
qt-mt -v /usr/share/sip/
 -t "$builddir/sip" INCDIR_QT=/usr/include/qt
Error: The qt-mt Qt library could not be found in /usr/include//lib.
This is SIP 4.2.1 for Python 2.5 on linux2.
make[2]: *** [sipdone] Error 1

As you can see the dir /usr/include//lib there should be /usr/lib. I'm trying 
a sed in PRE_BUILD to add the correct lib dir, will commit a fix if it works.
