PATCHLEVEL is good by me. How about we denote security update with letter "S"
after the number? PATCHLEVEL=4 means regular spell change without version
change, PATCHLEVEL=5S means security-related spell change. Or make S go first:
Sn. Then:

if [[ "${PATCHLEVEL#S}" == "$PATCHLEVEL" ]]; then <regular update>; else
<security update>; fi

A quick scan for security updates would be to look for string "PATCHLEVEL=S\d+"
