I like this. It's consistent with how others do it (RPM & gentoo numbering) and
easy to follow. One suggestion: assume PATCHLEVEL=0 if it's undefined. Are RH
and Gentoo people using the same word (patch level) to refer to the portion of
version number after the dash, e.g. in pkg-2.0.1-4.rpm is "4" called "patch level?"

Are we going to use for everything or just for security. I wish we eventually do
away with UPDATED altogether, unless it's terribly important for some other
functionality. We'd have to carry support for UPDATED until PATCHLEVEL support
in sorcery stabilizes. Maybe we should get rid of CREATED as well while we're at it.
