First of all you don't say what rootstock you are talking about.  Different 
rootstocks have different propensities to sending up root suckers.  You can 
nearly always get root suckers from the m-7 rootstock but very seldom from 
mm-106 for starters.  I would be safe to say you would probably never stop a 
m-7 from sending up root suckers.  In general if the sucker is cut off flush 
with where is comes out and leaves no stub then you are less likely to get 
more suckers.  Wherever a stub of any kind is left you can expect more 
suckers to come up.
