[freetds] tds7_get_instance_port timed out

Yeah, I tried that too ad got the same results:
Configure this:
[ec2test]
host = ec2-174-129-135-45.compute-1.amazonaws.com
port = 1433
tds version = 8.0
instance = SQLSERVER
Try this:
$db = mssql_connect('ec2test', 'user', 'pass');
Get this:
(net.c:836):tds7_get_instance_port(174.129.135.45, SQLSERVER)
(net.c:905):tds7_get_instance_port: timed out on try 0 of 16

Looks pretty standard, though in my case, I used PHP's --with-mssql flag
when configuring, rather than building an extension. Given the issues
I've had with other DB drivers having different defines that my own PHP,
and generating symbol errors, I thought this the best route.
Can you explain what tds7_get_instance_port() does exactly, or how I'd
trace out what TCP port it's trying to connect? Port 1433 is open but
other ports are not, so if it's trying to connect to some other port for
this specific instance it may be blocked there.
