I suspect some stale generated file is tripping you up. If you start from
a clean tree, autogen.sh will run 'autoreconf --install' to recreate them.

AC_LIBTOOL_WIN32_DLL is part of autoconf, and you're using almost the same
stuff I am:

$ cat $(command -v  tools) && tools
#! /bin/sh
(autoconf --version
 automake --version
 libtool  --version
) | grep GNU
autoconf (GNU Autoconf) 2.59
automake (GNU automake) 1.9.5
ltmain.sh (GNU libtool) 1.5.14 (1.1220.2.195 2005/02/12 12:12:33)
