mmm... unknown error... perhaps strerror is not able to get error for
winsock errors...

you are perfectly right... WSAStartup should be called by tsql and
similar...

try to add something like to tsql.c

{
	WSADATA wsaData;
	if (WSAStartup(MAKEWORD(1, 1), &wsaData) != 0)
		return 1;
}
