Hi Anthony, 

I don't know what to tell you, unfortunately.  I'm pretty sure you'll need
libtool, but the problem of getting configure to recognize your datatype
sizes doesn't involve libtool afaik.  See, I don't run cygwin, and I'm not
up to snuff on what it needs or how it behaves.   

Suggest you try the cygwin folks.  Present it as a generic
autoconf/configure problem, which it is.  If there's something we should do
differently in our configure.in or something, I'm happy to fix it.
