Packaging FreeTDS for Debian

Well FreeTDS doesn't support locales at all yet.  I'm not really sure what
it entails to add local support. I'd really like to use gettext and such
if I can do it in a way that is API compatible with dblib/ctlib.

Maybe someone with more experience with locales can speak to this.
