MEMORANDUM

TO:	Town Council

SUBJECT:	Conclusion of Service:  Horace Williams Citizens Committee and
Technology Committee

DATE:	April 10, 2006


The Horace Williams Citizens Committee was established in October 2002 to
assist the Council in preparing for deliberations with the University of
North Carolina regarding the development of the Horace Williams property.”

The Technology Committee was formed in 1998 and charged with advising the
Council on the formation of a technology plan, including the formation of
a town-wide network.

Both Committees have benefited from the work of dozens of citizens,
council members, and town staff, and have put countless hours into their
work.  The Horace Williams Citizens Committee Report and the recent
presentation on Wireless Internet from the Technology Committee are
evidence of the time and effort involved.

Having completed their missions, I petition the Council that we thank all
existing and former committee members for their dedication and public
service, and that we now conclude the service of the Technology and Horace
Williams Citizens Committees, effective June 30, 2006.

Adoption of the attached resolutions would extend the Council’s
appreciation to these two committees and conclude their services effective
June 30, 2006.

A RESOLUTION RECOGNIZING THE CONTRIBUTIONS OF THE HORACE WILLIAMS CITIZENS
COMMITTEE TO THE TOWN OF CHAPEL HILL (2006-04-10/R-10)

WHEREAS, the Council established the Horace Williams Citizens Committee on
October 7, 2002 to develop a set of principles, including community
interests and goals and objectives to guide the Town Council’s
deliberations with the University of North Carolina at Chapel Hill
regarding the development of the Horace Williams property (Carolina
North); and

WHEREAS, the Horace Williams Citizens Committee Report is an excellent and
comprehensive resource for use by the Council in its discussions with the
University; and the quality of the report is reflective of the hundreds of
hours of work by dedicated citizens;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill
that the Council extends its appreciation to the following citizens who
have served on the Horace Williams Citizens Committee: John Ager, Alex
Ashton, John Boyer, Henry W. Branson, III, Joyce Brown, Orange County
Commissioner Margaret Brown, Albert Burk, Joe Capowski, James Coley,
Michael Collins, Linda Convissor, Lawrence Daquioag, Barbara Driscoll,
Council Member Laurin Easthom, Council Member Cam Hill, Rudy Juliano,
Randy Kabrick, Kathleen Kearns, Council Member Mark Kleinschmidt, Julie
McClintock, Patrick McDonough, Margaret L. Morse, Ed Neely, David Otto,
Gene Pease, Blair Pollock, Will Raymond, Ruby Sinreich, Del Snow, Mayor
Pro tem Bill Strom, and Diane VandenBroek.

BE IT FURTHER RESOLVED that the service of the Horace Williams Citizens
Committee is concluded effective June 30, 2006.

A RESOLUTION RECOGNIZING THE CONTRIBUTIONS OF THE TECHNOLOGY COMMITTEE TO
THE TOWN OF CHAPEL HILL (2006-04-10/R-11)

WHEREAS, the Town Council established the Technology Committee on April 6,
1998 to assist Town staff in considering areas of communication and
technology needs identified in an April 1997 report; and

WHEREAS, the Technology Committee advised the Town Council and staff in
technology related matters in the successful formation of a town-wide
network; and

WHEREAS, the Technology Committee assisted the Council in identifying
staffing and budgetary needs necessary to develop the Information
Technology Department;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill
that the Council extends its appreciation to the following citizens who
have served on the Technology Committee: Ralph Beisner, Terri Buckner,
Aris Buinevicius, Peter Calingaert, Jeremy Collins, Evelyn Daniel, Joel
Dunn, Gregg Gerdau, Dr. William E. GrovesFrank Holt, Martha Hoylman, Steve
Irving, Karim Kheireddine, Andrew Lee, David Lewis, Jenna McPhee, Douglas
W. Noell, Uzoma Nwasu, John Oberlin, Brandon Perkins, Allan Polak, Joe
