They have devoted a great deal of effort into ensuring that all students have equal access--that was their basis for implementing a Citrix network. They would need to agree to install Citrix (and maintain) on any 'free' computers in order for students to use them for schoolwork. Then there's the wireless card issue. We need to make sure Doug Noell is going to be present before we schedule this as an agenda item. There are also significant barriers involved in re-distributing state-owned computers. The town (and the university) cannot give computers purchased with tax dollars to any individual or non-government entity. I've been trying to figure out how to transfer 5 of the Town's surplus computers to a teen center in Carrboro and am not having much luck. The town can only give them to another town approved agency, such as Empowerment or the Friends of Parks and Rec, who can then distribute them. I've contacted a couple of other agencies before I learned about these two and they agreed to be the conduit, but required that their own groups had first choice ahead of the teen center. I suggest we invite Delores Bailey in for this discussion also. As for the wireless network, the Downtown Economic Development Corporation is in the final stages of hiring a new executive director. Setting up a downtown wireless network will be one of the earliest priorities for that individual. According to their preliminary plans, part of Northside would be included in the downtown range. That individual and Andrea Rohrbacher should also be included in the discussion. It's kind of a drag when something so simple turns into such a pain, isn't it? Sorry to be the bearer of bad news. I'm not sure whether its so complicated to give computers away because its such a new idea or whether it will continue to be problematic every year. After reviewing the Public Arts plan as well as a couple of others, and talking with the mayor's assistant, it's clear that we need staff to advocate for the plan. So while we were working on the premise that we are appointed by and responsible to the council, which is accurate, we still missed the boat since it's the manager who manages the day-to-day operations of staff. Without Bob and the manager's endorsement, our plans will continue to be presented and probably not responded to. So the question I have for the manager and the mayor is "If we could start over, what should we do differently in order to get the manager's support?" Should we have invited him to one of our meetings? Should Alan have presented it to him before we went to council? Should Bob have been our advocate? There's also a format/detail issue. The public art committee developed a broad stroke plan and the manager took that plan and presented it to Council along with an implementation plan. We, on the other hand, developed a plan that is very specific and presented it to Council without any conversation with the manager. We expected someone (Bob or the manager) to endorse our detailed plan and add dates/costs to each of our tasks. But we didn't take into consideration the issues Bob felt needed to be addressed in the upcoming year. So he created his own plan, using some of our issues and not others. There are also some mechanical aspects to this problem. For example, a couple of months ago I proposed a petition to Council to require additional conduit (for future fiber) be laid whenever a road, sidewalk, or greenway was put under construction. If the committee had chosen to pursue that petititon, we would have submitted it to Council. Council would then have forwarded it to staff (if they thought it had merit). Staff would have studied it and if they felt it had merit they would have proposed a resolution for council to vote on. So the mechanical issue is creating something in the form that council can vote on (petition/resolution/further study). What I am not clear on is how this would translate into the technology plan. If we had the manager's endorsement when we submitted it to council, would we have submitted it with a petition? Something else we need to have clarified unless someone on the committee knows. We need to develop our plans incrementally and work with and through Bob. Could we amend your questions to the manager and the mayor, Terri, to be "What is the most effective and efficient way to bring issues to your attention and gain your support?" This is really the question we want answered. I'd prefer this formulation rather than focusing on the past and what we might have or should have done. I think it's important to have a long range plan but also important not to get too detailed with implementation issues. We need to pick one or two big-ticket items and advocate for them to become items on the CIP. I believe this is the vehicle that we should use in working with council, as the example from the Arts Commission shows and as my experience with the Library Board confirms as well. I see little point in going forward to council with a plan that is at odds with the direction the staff is taking. We need to work for consensus within the committee (including staff members) before taking anything forward. A referral to the Manager usually means someone will be assigned to gather information on the issue. And if the Council can support or fill gaps that will get reported as well. I am assuming much of what you have reported and more will be reported back to the Council. With the listserv software used by ibiblio, we can set it up so that you can all send us messages without having to be subscribed. There are two profiles. 1. subscriber which means you send AND receive all messages distributed to the list. 2. filtered name which means you can send messages but DON'T receive all the others. In other words, you can send us announcments, instructions, etc. but will not automatically be included in the ensuing discussion. As you know, the suggestion for sending this petition, under personal names rather than the full committee, came from our council representative. He also suggested asking the DEDC to submit a similar petition. This has nothing to do with bypassing committee approval, undercutting teamwork, or not including new members. If you look where Orlando deployed their Wifi you'll see that it didn't serve the general community (residences) and wasn't near "natural" aggregation zones (I was just at the beach but I didn't lug my laptop into the surf). If you look at Carrboro, Weaver St. gets heavy usage because people naturally congregate there. The Northside/Pine Knolls initiative is aimed at bridging the last mile to residences especially for (but not limited to) students that get computers through the Hargraves program. I agree there's been some failures - hopefully we'll learn from those mistakes. Will ps. Across the town line in Carr-boro, officials decided last year to put a few thousand dollars into expanding the wireless network in the downtown area, enabling people to connect -- for free -- to the Internet with their laptop computers equipped with wireless cards. In Chapel Hill, members of the town's Technology Committee are among those who see the potential that Carrboro saw -- giving customers another reason to spend time in coffee shops and restaurants. "[Wireless] has become kind of an expected amenity, at least for communities that want to have a high-tech profile," said Will Raymond, a Technology Committee member. "It's an economic driver, and also [beneficial] for social reasons, because we can bridge the digital divide. The idea is to build up a municipal network in town, through a variety of means." The bridge Raymond described would come with expanding the wireless network to areas where paying the going rate for Internet access is a challenge for some households. For example, if the town were to establish a good network in downtown, it wouldn't take much effort and money to expand it further to serve neighborhoods like Pine Knolls and Northside, he said. The board of the Chapel Hill Downtown Economic Development Corporation wants to explore the wireless possibilities downtown as well. That board has had some initial discussions about the idea. The corporation was created a year ago by the town and UNC. After a slow start, it's had some successes in recent weeks, such as hiring its first full-time executive director and playing a role in pushing the owner of the old Wicked Burrito building on West Franklin Street to do something with the property. That building sat vacant for more than five years, but the CarolinaPros nonprofit group and Blue Heaven museum will soon be moving in, rent-free. The owner, Lone Star Steakhouse and Saloon, gave CarolinaPros the keys to the space last week. The corporation also is reviving the downtown summer events series, with movies and music performances running through August. And now it's looking to wireless as another area in which it could help give downtown a quick, fairly inexpensive boost. The corporation's board has a petition before the Town Council tonight on the wireless topic. Raymond had approached that board about seeking to work with the Technology Committee on wireless, and the board now is asking the council to officially designate it as a partner with the Technology Committee on the effort.
