Well you almost never want to "revoke" an old licence, it just makes a
mess. Even if the old licence is "it's mine all mine, bugger off" giving
the option of continuing to use the old licence causes no harm.

The law already provides for a copyright owner to write in such
conditions and for the recipient to be able to consider them a promise if
so phrased.

Your bigger problem is making sure derivatives don't break anywhere

eg

CC-NC
"may use post 2017 as CC-BY"

combined with a second CC-NC-BY work

gives 

CC-NC-BY

which is fine


that ought to be mostly ok providing the licences are always moving
towards more freedom and not the reverse.
