At which point they are no longer unbiased.

Scientific process doesn't care. It doesn't have to care. If the data is
published and the experimental methodology is properly documented then
anyone regardless of their beliefs can reproduce the experiment, analyze
it or critique it for flaws in method.

CC has done some work on NC and it demonstrates that everyone has their
own interpretation of "non commercial" and many of those interpretations
directly conflict with each other.

So the study work is done. The question is - what do you do about it ?
That's a strategy and policy question, not a research question.
