This is an extension currently in uTorrent 3.0 alpha which allows users to rate
torrents. It haven't been documented yet because it's sort of still in flux (but
it probably won't change now). 'vote' was actually recently changed to be within
the range [0, 5], where 0 is a no-op (i.e. just see-results).

The hash the votes are stored at is sha1(info-hash + "rating"), to distribute
the load of the DHT.
