[bittorrent] partial download

I am a little bit confused, what is the relationship of utorrent and
bittorrent now ? the mainline bittorrent is no longer updated and utorrent
instead ?

I prefer a partial download mainline bittorrent in linux environment and
command line preferred, is it possible ?
