[bittorrent] Do Peers receive new peerlist from tracker at each announce?

The trackers do typically give new peerlists to peers unless they
specify a numwant of 0.

Trackers typically define a default interval of 1800 (30 minutes).

Peers only make new connection attempts if their connection slots are
full or the peers on the peerlist they get are all established connections.
