Brian,
    Thanks for the input.  I believe what you said makes sense.  Simply
send the actual hexidecimal (byte format) to the tracker and make sure
it is urlencoded if necessary instead of the string of hexidecimal
values being sent.  I will give that a try and see what happens.  Thanks
