Yes and no, see below.

A sends HAVE 1 to B
B downloads the piece
A sends HAVE to B (redundantly)

With only a single super-seeder and a single peer, A should not require a  
HAVE from B.
If there were more than a single peer, it would probably not be a problem  
to optimize HAVE messages.
