[bittorrent] Combining conventional mirrors with BT

The Osprey permaseed was designed specifically to offer reliability and
stability for seeding BT files.  You could have multiple sites all run
permaseeds for the same torrent and have the same redundancy of
mirroring.

You're right, though.  Pulling from an http source wouldn't be hard if
the http dir structure were identical to the torrent structure.
