[bittorrent] Sharing Large Data Files

The lors, ibp, and loci tools have been around for a few years.  I've
never figured out why it hasn't caught on.  It's probably the lack of
plugin-based or gui client-side tools.  We ran an ibp depot for a while,
and it worked pretty well.  

It's also closely related to planet lab.  http://www.planet-lab.org/
