[BitTorrent] An alternative "super-seed" mode

The problem here is that there's no such thing as an unhave message.  A 
piece cannot "dissapear" from the superseed's completion, at least as 
far as existing peers go.  The current algorithm, while it abuses the 
protocol (but only slightly), it works very well.
