I believe it has been mentioned that the bencode format strings
should be UTF-8.
Some clients support other encodings for torrent internal filenames.

Some clients support reading (and writing) the "encoding" string
value in the root dictionary of a .torrent file (unofficial extension
as far as I know) that force a torrent's files to be saved with the
specified encoding.

As for the main python based clients, I don't know which ones of
those support the non-utf-8 encodings.

I am running Linux and my file system uses UTF-8 encoding. However,
most of my downloads are in another encoding (Chinese, Japanese)...
So
the file names created are all screwed up.

Do we have any patch to specify the encodings for both sides so that
proper transcoding can take place? If not, I am willing to help
implement that.

In the future, maybe the original encoding can be specified in the
torrent file itself.
