[BitTorrent] Support for "announce-list"

Good. Current BT codebase doesn't have a simple way to "notify" timeouts
between threads, so the main thread "commands" a new announcement every
30 minutes, without knowledge of the last result, timeouts included :).
As simple as that.

Put simply: Idea is simple. Implementation in current BT codebase is
more involved that my current motivation level.

Too much things to do, too litle time.
