The piece/chunk distinction is done because if pieces are set to the size
of chunks the size of have bitfields becomes unreasonably large.

With hash trees, the chunks will probably be specified using plain old
offset, but there will still have to be a piece size set. and it will
still have to be consistent across all peers in the same torrent.
