[BitTorrent] file preallocation: can we have the feature back?

Get John's version of the client (BitTornado formerly Shad0w's client)
and use --alloc_type background or --alloc_type pre-allocate.  Other
clients like Azureus offer similar settings (in the case of AZ, there's
3 modes IIRC, with one being preallocate.)
