Don't forget that the tracker information is not part of the
info_hash.  As a result, anyone who wishes can modify a .torrent file
to include other trackers (using the multiple tracker extension), or
to change trackers.

As a result, you don't *really* have this kind of control in the first
place.  All you have control over as a tracker owner is which torrents
are allowed to talk to your tracker.  Not which trackers are allowed
to talk to your torrent.  (Which makes sense, really, as someone could
always make their own new .torrent file from scratch if this wasn't
possible.)
