Such a way already exists.
BNBT's Tracker Links function allows someone to set up 2 or more redundant
trackers for a single (or group of) swarm(s).
They do share peer data in the same way that IRC networks relay chat to
other users.
You can use this in conjunction with either round-robin DNS or multitracker
to allow for autommatic failover.
I actually currently run this multitracker configuration in a
near-production environment.
