YHWH is the same YHWH. But in Ex 6:2 YHWH stands alone as the name of God. 
In Jer 23:6 YHWH is part of the compound name of a future king. Look at Ex. 
17:15: Moses built an altar, and called it "YHWH-nissi", meaning 
"YHWH-is-my-sign".
