I assume you mean to say 2Sa 22:30 (and not 28:30)
If so, then )RWC is a Qal form. The same as:
1. )QWM -- I will stand up -- Is 30:10
2. )$WB - I will return -- Jb 1:21
3. )MWT - I will die -- Gn 26:9

No Niph'al.
