Unfortunately it is not (yet?) available online. It can be ordered
through the American Bible Society. This is the preliminary report. The
full report has been published in French by Dominique Barthélemy
(Critique Textuelle de l'Ancien Testament), but the costs are
prohibitive. It is not complete either, because Barthélemy died before
he could finish it. Jan de Waard is working on a very detailed English
version, published by Eisenbrauns. The first two volumes (A Handbook on
Isaiah and a Handbook on Jeremiah) are available now. The preliminary
report is much cheaper though. See details below.

W D McHardy, H P Rüger, and J A Sanders. (A Schenker and J A Thompson,
secretaries to the committee).
As distinct from the critical apparatus in the
log/hebrew.htm#_Biblia_Hebraica_Stuttgartensia_1> Biblia Hebraica
Stuttgartensia, the work of the Hebrew Old Testament Text Project deals
only with those textual variants which involve significant differences
in meaning for translators. For each textual decision an indication of
the relative degree of certainty is given.
