[b-hebrew] Why mitachat and mi'al instead of tachat and al?

In Genesis 1:7, why does it say "mitachat" for under the waters, and "mi'al"
for "above the waters"?

These words appear to contain a superfluous "from".   "From under" and "from
upon" instead of under and upon.
