[B-Greek] Rm. 13:3b: "QELEIS..."

NA 25 has a question mark in the text here in Romans 13:3b.  UBS 3rd  
edition first printing (1975) has a question mark as well, although  
the 3rd corrected edition of 1983 has a high point.
