1.28Καὶ καθὼς οὐκ ἐδοκίμασαν τὸν θεὸν ἔχειν ἐν ἐπιγνώσει, παρέδωκεν αὐτοὺς ὁ θεὸς εἰς ἀδόκιμον νοῦν, ποιεῖν τὰ μὴ καθήκοντα,

2.1 Διὸ ἀναπολόγητος εἶ, ὦ ἄνθρωπε πᾶς ὁ κρίνων·ἐν ᾧ γὰρ κρίνεις τὸν ἕτερον, σεαυτὸν κατακρίνεις, τὰ γὰρ αὐτὰ πράσσεις ὁ κρίνων.

This is a not precisely Greek answer to a question not precisely about Greek.  I would say that this is a shift from the general to the specific.  In cap 1 he deals with mankind in general while in cap 2 he applies this to the individual.

Any idea why Paul shifts from the third person in Romans 1:18-32 to the second person in Romans 2:1?
