Correct, but there is a similar pattern in Romans of reduced encoding  
for hO QEOS where   the notion of agency is not important to the  
argument.


Rom. 4:1 Τί οὖν ἐροῦμεν εὑρηκέναι  
Ἀβραὰμ τὸν προπάτορα ἡμῶν κατὰ  
σάρκα;  2 εἰ γὰρ Ἀβραὰμ ἐξ ἔργων

Rom 4:3 EPISTEUSEN DE ABRAAM TWi QEWi KAI ELOGISQH AUTWi EIS  
DIKAIOSUNHN, here ELOGISQH is aorist passive, the passive demotes  
agency even more so than using zero anaphora. In verse six we find hO  
QEOS as the subject of LOGIZETAI. We don't need to wonder about who is  
the agent in verse three and for that reason agency can be demoted,  
since the agent of ELOGISQH isn't the point that is being made.
