If it could be legitimately so translated, is there any acknowledged English

My point was that the words PANTES ANQRWPOUS standing alone could be
legitimately translated "all kinds of people" regardless of Paul's intended
meaning in 1 Tim. 2:4, and verse 1 may be a good example according to ATR.
As you know, Paul progresses from the general to the specific contextually.
I might just throw in Acts 10:12 as a better example. Personally, I see no
'compelling' reason to abandon BGAD's classification .
