Is ELEGEN(imperfect) used almost as aorist (EIPEN)?

As I read through Mark, I noticed that ELEGEN is used a lot. 
When it introduces a parable, the imperfect aspect makes sense
because what is said is a prolonged discourse. But when it
introduces just a single or two utterances as in Mark 2:16, 2:24 and
2:27, I do not understand why it is used.

Is there any reason why the imperfect ELEGEN is used in these
cases?
