Of course more context would be helpful. Knowing nothing more I would
say it means:

"Uraussprüchen der allgemeinen Vernunft." = basic rules of common sense
("Ur" = very old, something that is in us all)
"Nöthigungsgefühl" = pressing feeling

Thus, "those very old rules of common sense force us to believe" or
something like that.
It could be something else though, some special philosophical language
of that time, maybe it refers to Immanuel Kant?
